This is an agreement for electric generation and transmission service between the Energy Cooperative Association of Pennsylvania and you.

 

The Energy Cooperative Associate of PA is licensed by the PA Public Utilities Commission (License #A 110056) to offer and contract for electric generation services on behalf of its members.  The Energy Cooperative sets the generation & transmission charges that you pay.  The PUC regulates customer, distribution, and transition charges.

How will I be billed?

You will receive one monthly bill for electric service which will come from PECO.  The bill will list customer, distribution, and transition charges from PECO, and charges for generation and transmission from the Energy Cooperative. 

How will my electricity bill be calculated?

The price for the usage portion of your bill (generation and transmission) is listed below.

Your bill will also include customer, distribution, and transition charges from PECO, plus any federal, state, and local taxes.

How much will my total electricity service cost,

including utility charges?

Based on a monthly average usage of 500 kWh at rate R and a monthly average usage of 1500 kWh at rate RH, the following table provides you with an estimate of your 2008 monthly electricity bill if you receive service from your local utility supplier, and an estimate of your 2008 monthly electric bill if you receive service from the Energy Cooperative. The distribution and transmission rates used in these estimates are based on summer rates for 2008. Your actual bill will vary based on your use of electricity.

Will my electricity rates change over time?

The prices listed in this notice are guaranteed until your January 2009 meter reading. You will be notified of any changes to prices or terms of service in two separate mailings before the expiration date of your agreement and the effective date of the change.  We will explain your options in these two advance notices.  The decision to renew will be yours and there will be another three day right of rescission at that time.

If I want to terminate this agreement/contract, what is the early termination fee?

You may switch from the Energy Cooperative at no cost or penalty at any time if you give 30 days written notice.  Cancellation will occur on the next applicable meter read date.  The Energy Cooperative may cancel this agreement if you do not pay your bills on time or if we cease to provide electricity in the local service territory. 

What length of agreement/contract is required?

Your agreement with us runs until your January 2009 meter reading, although you may cancel at any time with 30 days written notice.

What other fees might I be charged?

Because the Energy Cooperative is a member-owned cooperative, members are required to pay an annual membership fee of $5.00 for an individual and $25.00 for an organization or business.  The fee is waived for people who are 65 or older, have a low income, or have a disability.  There is no charge for switching from your existing utility provider and you may switch from the Energy Cooperative at no cost or penalty at any time if you give 30 days written notice.  To continue receiving electricity at the Cooperative rate, members must pay their electric bills in a timely manner, according to PECO’s payment requirements.  Late payments will be assessed by PECO according to their payment requirements.

(1) These figures reflect the power that we have contracted to provide.  Actual figures may vary according to resource availability.  We will annually report to you the actual resource mix of the electricity you purchased during the preceding year.

(2) Hydroelectric facilities are defined as those less than or equal to 30 megawatts in size, and/or certified as low impact by the Low Impact Hydropower Institute (www.lowimpacthydro.org)

 

For comparison, the current average mix of resources supplying Pennsylvania include: Coal (58%), Nuclear (36%), Oil (2%), Natural Gas (2%), Hydroelectric (1%), and other (1%).

 

Dispute Procedures:  Any Cooperative Member who has a question about their electric bill or supplier is urged to call our office at 800-223-5783 or 215-413-2122.  You may also call the Pennsylvania Public Utility Commission at 888-782-3228.

 

 Definitions:

Regulated (PECO) Charges:

Customer – a basic service charge to cover the costs for meter reading and billing. Under electric deregulation, this remains a PECO energy charge.

 

Distribution – the cost to deliver electricity from the electric distribution facility to your home or business. Under electric deregulation, this remains a PECO energy charge.

 

Transition – a charge on every customer’s bill designed to help PECO recover costs incurred from investments in power plants when the electric industry was fully regulated.  This is a PECO energy charge.

 

Deregulated Charges:

 

Generation – the cost of producing your electricity.

 

Transmission – the cost to transport your electricity from where it is generated to a PECO distribution facility near your home or business.
