Charles Howland
Representing: At-large
Charlie Howland joined the Energy Cooperative Board in July 2001. Howland is
a Senior Assistant Regional Counsel for EPA's Region III office, which is
responsible for enforcement of environmental laws in the mid-Atlantic
states. In his ten years at EPA he has served on national EPA workgroups which drafted
EPA’s policy for addressing formerly used defense sites,
reviewed and commented on the Department of Defense’s proposed Range Rule
(addressing contamination at closed military ranges), and drafted the 1998 CERCLA MSW
Settlement Policy. He negotiated the first settlement in the country under
which municipal generators of municipal solid waste agreed to perform cleanup work to resolve
their third party liability.
Howland has also lectured on these and other legal and ethical issues at various
national and international forums, including EPA’s national Superfund
Training Academy, professional associations, industry groups, and in Eastern
Europe (through the Harvard Institute for International Development). He has
taught environmental law courses in graduate programs at the University of
Pennsylvania and Drexel University.
Prior to working at EPA, Howland was in private practice in Philadelphia as
a litigation associate specializing in products liability and environmental
matters. Howland is a member of the Philadelphia and American Bar
Associations.
